07/05/2009 :: Ambassden gjør oppmerksom på at ved tap av pass i Costa Rica og Panama, hvor det kun er honorære generalkonsulater, så har ikke disse passutstedelsesrett. Det betyr at de kun kan motta søknader om pass og tapsmeldinger og sende disse videre til ambassaden i Nicaragua med DHL. Ambassaden utsteder nødpasset og sender det tilbake til de honorære generalkonsulatene med DHL. Denne prosessen tar ca. 3-5 arbeidsdager. Imidlertid kan det ta lengre tid ved helligdager da DHLs kontor kan være stengt.

The embassy would like to draw your attention to the fact that if you loose your passport in Costa Rica and Panama, where there are honorary consulate generals, these consulates do not have the authority to issue emergency passports. This means that they can only receive the application for an emergency passport and the form for lost passport and will have to send the documentation to the Norwegian Embassy in Managua with DHL. This process can take upto 3 to 5 workingdays. During holidays it might take longer time if DHL’s offices are closed.
N.B. PLEASE NOTE! Temporary and emergency passports will no longer be eligible for visa waiver travel after July 1, 2009 unless they are e-passports.
U.S. Customs and Border Protection guidance states:
Effective July 1, 2009, Visa Waiver Program (VWP) countries' emergency and temporary passports will be subject to the electronic passport (e-passport) requirement. Any VWP national or citizen intending to apply for admission under the VWP with an emergency or temporary passport that is issued on/after October 26, 2006, and which is not an e-passport, will be required to apply for a U.S. visa prior to travel or apply for a waiver at a U.S. port of entry.

VED UTSTEDELSE AV NØDPASS MÅ FØLGENDE PROSYDRE FØLGES/FOR ISSUANCE OF AN EMERGENCY PASSPORT THE FOLLOWING PROCEDURE HAS TO BE FOLLOWED:
Vennligst gå snarest til ambassaden eller det honorære generalkonsulatet i Costa Rica eller Panama, evt.ring og avtal tid. Adresser og telefonnumrene følger nedenfor. Ta med gyldig id med foto, 2 passbilder (må ikke vise tenner)og politirapport for tapet av passet. Vennligst fyll inn passøknadskjemaet og tapsmeldingen tydelig og korrekt. Dette er viktig hvis papirene blir innlevert ved de honorære generalkonsulatene så de ikke må fylles inn på nytt og sendes ambassaden i Managua. I tillegg skal et søknadsskjema undertegnes med sort penn i et blått felt. Alle søknadspapirer og formular for tap av pass kan fås av ambassaden og/eller generalkonsulatene. Passgebyret på NOK 450,- betales i lokal valuta ved innlevering av søknaden.
Please go as soon as possible to the honorary consulate general in Costa Rica, Panama or the embassy in Managua, depending where you lost your passport, or call for appointment. The addresses and phone numbers follows below.
Bring a valid id with photo, 2 passport photos (must not show teeths) and the police report. Please fill in the passport application correctly with block letters. This is very important if the application is delivered to the honorary consulate generals in Costa Rica and Panama as the papers might have to be filled in again and sent the embassy in Managua which will prolong the process. In addition, an application form will have to be signed with a black pen in a blue square. All the application forms and the form for lost passport can be obtained at the honorary consulates or the embassy. The current passport fee is NOK 450,- which will have to be paid in local currency when you deliver the application.
FOR UTSTEDELSE AV VANLIGE 10 ÅRS PASS – N.B! EN PROSEDYRE SOM KUN GJELDER TIL 31.11.2009 / FOR ISSUANCE OF REGULAR 10 YEAR PASSPORTS – A PROCEDURE ONLY VALID UNTIL 31.11.2009
Samme prosedyre som for nødpass – se ovenfor. Ved mottagelse av søknadspapirene legger ambassaden passøknaden inn i politiets database. Det tar ca. 3 uker fra innleggelse av passet til passet blir mottatt i Nicaragua. Ved helligdager kan det ta lengre tid. Passgebyret på NOK 450,- betales i lokal valuta ved innlevering av søknaden.
Same procedure as for the emergency passport – please see above. When the embassy receives the application form, etc. the embassy will register the application in the police’ data base. It will take around 3 weeks from when the passport is registered until it is received in Nicaragua. During holidays this process can take longer time depending on DHL. The passport fee is NOK 450,- and is paid in local currency when the application is delivered to the honorary consulate generals or the embassy.
